Preview note: this is a preview build, not the final plotsahi.com launch. Its dates come from the Phase 0 sheets dated 27 Oct 2026. A live CDA, RDA and FBR re-read is still owed on launch day, before any page is treated as a live authority check.
File vs plot: what you actually own, and the before-token checklist
A file is not a plot. A file is usually a future plot, without a location and number, paid in instalments as land price. A plot with possession is something you can stand on, with a number, a location, and a possession letter. Paying token money for a file as if it were a plot is the most common expensive mistake in this guide.
File vs possession plot, side by side
| Stage | What you have | What you still do not have |
|---|---|---|
| File | A record that you paid towards a future plot, often without location or plot number. | Location, plot number, possession, and a sale deed in your name. |
| Allotment | A plot number allotted by the society, after land price and development charges as applicable. | Possession and demarcation, until possession charges and possession letter are complete. |
| Possession plot | Plot number, location, demarcation, and possession letter. | Ownership record updated by mutation, and a registered sale deed — still check both. |
Before-token checklist — tick every item, in writing
- Society and phase checked on the live CDA or RDA page, LOP and NOC read separately. NOC check →
- Illegal-list check done, same exact name and phase.
- For a specific plot: OPVS check done (Islamabad) or RDA confirmation for the phase/extension (Rawalpindi).
- Society transfer office confirmation, in writing, for this exact plot/file number: transfer fee, unpaid dues, possession status.
- Allotment letter seen, and possession letter seen if possession is claimed.
- No Demand Certificate requested — it confirms dues are clear for that plot, as far as the society states it.
- Fard (ownership record) checked at an Arazi Record Center or Punjab Zameen portal, where applicable. After registry, mutation at the ARC updates the record into the buyer's name.
- Price, FBR value, and DC value written down separately. Tax is charged on the higher of FBR value or declared price, and stamp duty on the higher of declared price or DC value. Transfer calculator →
Do not pay token money until items 1–6 are ticked in writing. A verbal promise, a WhatsApp screenshot, or a dealer list is not a tick.
Traps to print on every deal
- LOP approved is NOT NOC issued.
- File is NOT a plot.
- Extension is NOT the original phase.
- Development charges can be charged again after full payment in some cases — ask for them in writing, for your plot, before token.
- Never pay a society or dealer into a personal account without a written receipt that names the plot/file number, the amount, and the purpose. If you are overseas, that rule matters even more.
What we did not check
- Society NOC for the scheme as a whole (see the NOC check page)
- FBR or DC value for your plot
- Market or asking price
- Legal advice for your specific case
This page does not replace a live authority check or a society transfer-office confirmation for your exact plot or file.
